Two ex-Serbian security officers acquitted of war crimes

THE HAGUE (Reuters) - International judges on Thursday acquitted two former Serbian secret police officials of involvement in war crimes committed in Bosnia and Croatia in the early 1990s wars that followed the break-up of Yugoslavia.

Judges said it was not proven that Jovica Stanisic, head of Serbia's security service and a close ally of late Serbian president Slobodan Milosevic, had intended to have paramilitary units commit crimes against humanity. They acquitted Franko Simatovic, a counter-intelligence official, of similar charges.

The pair trained and guided Serb paramilitary units that were active in Bosnia and Croatia, including the Red Berets and the Skorpions. These units murdered civilians and subjected them to forced deportation, but judges found there was no evidence this had been the aim of Stanisic or Simatovic.

"The chamber found the prosecution had not proven beyond a reasonable doubt that the accused planned or ordered the crimes," said Alphons Orie, president of the three-judge panel.

The acquittal, which means no Belgrade government official has been convicted of crimes committed during the war in Bosnia, which claimed more than 100,000 lives over three years to 1995, was welcomed by the Serbian prime minister.

"The Serbian government has always insisted that all suspects before the Hague tribunal should receive a fair trial," Ivica Dacic told Reuters. "This is the only way to establish the truth about the conflict in the former Yugoslavia, for reconciliation and lasting peace throughout the region."

Despite Nintendo?s initial victory in the last console war (achieved largely by the Wii?s successful capture of the casual gamer market), there are some warning signs emerging of late that indicate the console giant?whose brand was once synonymous with gaming?may be on the verge of riding off into the sunset. Driven partly by Nintendo?s overestimation of the Wii?s staying power, partly by the fickle nature of casual gaming, and partly by developer abandonment, Nintendo is facing some interesting times, to say the least?times that are not helped one bit by the gaming community?s lukewarm reception of the Wii U.

The underpowered, uninspired Wii U has met with considerable criticism on a number of fronts since its release?ranging from disillusioned fans to skeptical developers. A few weeks ago, an EA spokesperson stated that EA currently has no games in development for the Wii U. Zero. Zilch. Nada. This was followed a week later by EA senior engineer Bob Summerwill sounding off on Twitter, calling the Wii U ?crap? and an ?awful console.? (Update! Now they're back-tracking.) Indeed, Summerwill went so far as to echo Gears of War creator Cliff Bleszinski?s February sentiment that Nintendo will soon be left as a software-only company, making games and farming out their premiere characters, Mario and Zelda, to the PS4 and Xbox.

So what lies ahead for Nintendo? You tell us below, dear reader. We all have our early NES, Game Boy SNES, and N64 memories to cherish, no doubt, but recent experiences are most welcome as well.

Intel scores major win in new Samsung Galaxy tablet: source

SAN FRANCISCO (Reuters) - Samsung Electronics has chosen an Intel Corp processor to power a new version of one of its top-tier Android tablets, a source with knowledge of the plans told Reuters, in a major victory for the U.S. chipmaker, which is struggling to find its footing in the mobile market.

Samsung has chosen Intel's Clover Trail+ mobile chip for at least one version of its Galaxy Tab 3 10.1, which competes with Apple Inc's iPad, a source familiar with the matter told Reuters on Thursday, speaking on condition of anonymity because the specifications have not been announced.

Samsung has previously used chips designed with energy-efficient technology from the UK's ARM Holdings for its best-selling mobile devices. It employs Intel processors for its line of Microsoft Windows "ATIV" tablets -- a much smaller market compared with devices based on Google Inc's Android.

Samsung will unveil new ATIV tablets using Intel chips at a June 20 event in London, said the source, as well as an additional person familiar with the event. It was unclear whether the Galaxy Tab would debut at the same event.

The Asian electronics giant's decision to begin using Intel in a marquee Android device counts as a coup for the US chipmaker as it races to establish itself in a mobile market it was slow initially to recognize and invest in.

It was unclear whether the Samsung, the world's largest manufacturer of tablets after Apple, plans other versions of the 10-inch Galaxy Tab carrying its own, or other companies', processors.

A spokeswoman for South Korea-based Samsung declined to comment. An Intel spokesman also declined to comment.

The use of an Intel Clover Trail+ chip in the upcoming tablet was first reported on by VentureBeat and other blogs last week.

Intel has called the shots in the personal computer industry for decades, but was slow to make chips that appealed to makers of smartphones and tablets as the market boomed following Apple's iPhone in 2007 and iPad in 2010.

Applications processors based on technology from ARM and designed by Qualcomm Inc, Samsung and Nvidia now dominate a market that research firm Strategy Analytics estimated could hit $25 billion by 2016 versus $9 billion in 2011.

Intel CEO Brian Krzanich, who took the helm this month, has stated that one of his top goals is to expand the Silicon Valley chipmaker's footprint in mobile devices.

WAKING UP TO MOBILE

Booming sales of tablets have also eaten away at Intel's core PC-based market. IDC estimates that tablet shipments worldwide will eclipse laptops this year, and personal computer sales will slide 8 percent in 2013.

Intel is rushing to adapt its powerful PC chips to use less energy and work more efficiently in mobile devices. It has so far scored a few minor "design wins", getting its processors into a few mobile devices.

For instance, an Intel mobile processor was used in a version of Motorola's Razr smartphone launched last year in markets like Argentina, Brazil, Britain, France, Germany and Mexico. Intel has yet to launch chips capable of supporting high-speed Long Term Evolution technology, a major barrier to competing in mobile devices aimed at the United States, where the standard is becoming increasingly common.

Samsung has nearly 18 percent of the market for tablets, according to IDC.

Why animals compare the present with the past

May 30, 2013 ? Humans, like other animals, compare things. We care not only how well off we are, but whether we are better or worse off than others around us, or than we were last year. New research by scientists at the University of Bristol shows that such comparisons can give individuals an evolutionary advantage.

According to standard theory, the best response to current circumstances should be unaffected by what has happened in the past. But the Bristol study, published in the journal Science, shows that in a changing, unpredictable world it is important to be sensitive to past conditions.

The research team, led by Professor John McNamara in Bristol's School of Mathematics, built a mathematical model to understand how animals should behave when they are uncertain about the pattern of environmental change. They found that when animals are used to rich conditions but then conditions suddenly worsen, they should work less hard than animals exposed to poor conditions all along.

The predictions from the model closely match findings from classic laboratory experiments in the 1940s, in which rats were trained to run along a passage to gain food rewards. The rats ran more slowly for small amounts of food if they were used to getting large amounts of food, compared to control rats that were always rewarded with the smaller amount.

This so-called 'contrast effect' has also been reported in bees, starlings and a variety of mammals including newborn children, but until now it lacked a convincing explanation.

Dr Tim Fawcett, a research fellow in Bristol's School of Biological Sciences and a co-author on the study, said: "The effects in our model are driven by uncertainty. In changing environments, conditions experienced in the past can be a valuable indicator of how things will be in the future."

This, in turn, affects how animals should respond to their current situation. "An animal that is used to rich conditions thinks that the world is generally a good place," Dr Fawcett explained. "So when conditions suddenly turn bad, it interprets this as a temporary 'blip' and hunkers down, expecting that rich conditions will return soon. In contrast, an animal used to poor conditions expects those conditions to persist, and so cannot afford to rest."

The model also predicts the reverse effect, in which animals work harder for food when conditions suddenly improve, compared to animals experiencing rich conditions all along. This too has been found in laboratory experiments on a range of animals.

The Bristol study highlights unpredictable environmental fluctuations as an important evolutionary force. "Rapid changes favour individuals that are responsive and able to adjust their behaviour in the light of past experience," said Dr Fawcett. "The natural world is a dynamic and unpredictable place, but evolutionary models often neglect this. Our work suggests that models of more complex environments are important for understanding behaviour."

Thanking the authors for documenting some of his political engagements, Aregbesola said his administration would continue to invest in quality education and strive to better the living conditions of the masses.

The reviewer of the 93-page book, Chijioke Nwasomba, said the personality and politics of Aregbesola had become a reference point locally and internationally.

Nwasomba, who lectures at the English Department of Obafemi? Awolowo University, Ile-Ife, described the book ?as a worthwhile venture for a society that is dire need of heroes and heroines?.

Nwasomba said, ?The Nigerian society has been hijacked by the decadent and corrupt-minded forces to such a level that cynicism and despair have become the order of the day.

?Where there is a deviation as can be seen in the character and achievements of the current Governor of the State of Osun, it deserves to be documented and celebrated with a view to instilling good values and virtues in youths, who ultimately will be the future leaders of the society.?

U.S. weapons designs ?hacked by Chinese?

US officials and defense firms have concluded that Chinese hackers have breached networks containing designs of many advanced US weapons systems, the Washington Post reported Tuesday.

The Post, citing a confidential report prepared for the Pentagon, said the breaches were part of a broad Chinese campaign of espionage against US defense contractors and government agencies.

The newspaper said the Defense Science Board, a senior advisory group with government and civilian experts, said the systems breached included the designs for two dozen major weapons systems critical to US missile defenses and combat aircraft and ships.

The Pentagon advisory report stopped short of accusing the Chinese of stealing the designs, but the conclusions help explain the ramped-up US warnings to the Chinese government.

The Post said the conclusions were in a previously undisclosed section of a confidential report prepared by the Defense Science Board.

It said the breaches gave China access to advanced technology and could weaken the US military advantage in the event of a conflict.

A public version of the report disclosed in January said the United States is ill-prepared in the case of a full-scale cyberwar.

The Post said it obtained a confidential version of the report with a list of the designs hacked including the advanced Patriot missile system; an Army system for shooting down ballistic missiles; and the Navy?s Aegis ballistic-missile defense system.

Also breached, according the daily were designs for combat aircraft and ships, including the F/A-18 fighter jet, the V-22 Osprey, the Black Hawk helicopter and the Navy?s new Littoral Combat Ship.

The design is almost identical to the slightly lower capacity Juice Pack Air, and noticeably bulkier than the Juice Pack Helium. Our Editors' Choice award remains with the svelte Helium for its stellar design and solid battery life, but if you want the most extra endurance available right now, the Juice Pack Plus is the way to go.

Design and Features
Placed side by side, you'd be hard pressed to notice any difference between the Juice Pack Plus and Juice Pack Air. At 5.6 by 2.6 by 0.7 inches (HWD) and 2.68 ounces, it's negligibly thicker than the Air, but a bit bulky when compared with the 5.5-by-2.5-by-0.59-inch and 2.44-ounce Juice Pack Helium. The Plus is coated in a rubberized soft-touch material like the Air, with a grippy band around the case's edges.

inlineLike the Air, the Plus uses plastic button overlays for Volume and Power, instead of the cutouts found on the Helium. The plastic buttons feel a bit flimsy, but they're easier to access, since the Helium's cutouts are a bit too deep. All three cases have the same camera sensor cutout and deeply recessed 3.5mm headphone jack, which requires the included extender if you want to use most standard headphones. The Plus is available in black, white, or red, while the Helium is only available in two shades of gray.

The case comes in two parts, with the bottom section housing the Lightning Connector on the inside and a micro USB port on the outside for charging. Around back are the battery indicator LEDs, Indicator button, and a standby switch for activating the flow of juice. The two pieces securely snap together, and installation is as easy as sliding an iPhone 5 into the top section and snapping the bottom on. I like Mophie's choice to use a micro USB port for charging, as micro USB cables are plentiful and affordable, while Lightning cables are expensive and harder to find. Plugging in a micro USB cable allows pass-through charging of both the iPhone 5 and the battery case, but you'll need to sync your iPhone using Wi-Fi instead.

Performance and Conclusions
The Plus packs a 2,100mAh battery, which is a sizeable step up from the 1,700mAh Air and 1,500mAh Helium. In my tests, making a continuous call with LTE enabled with Wi-Fi and Bluetooth switched off, the Juice Pack Plus added 7 hours, 23 minutes of talk time to my completely drained AT&T iPhone 5. That result compares well with the 6 hours, 57 minutes of the Air and 6 hours, 20 minutes from the Helium on the same test.

The Mophie Juice Pack Plus is what the Air should have been, offering a sizeable gain in battery life over the Helium. If you want the absolute most battery life, the Juice Pack Plus is the way to go. Our Editors' Choice remains the Juice Pack Helium, however, as it still offers substantial battery life while keeping things thinner, lighter, and less expensive than the Juice Pack Plus.

Salem ? A year ago, the Towse family attended a Memorial Day service with their son, Cody. On Monday, they attended a Memorial Day service at the cemetery where Cody will be buried on Saturday.

On May 14, Army medic Cody Towse was killed by an improvised explosive device in Afghanistan. He was attempting to aid soldiers wounded in one explosion when a second IED went off.

Cody Towse?s remains will be returned to Utah on Wednesday and the military will conduct a 12 noon Dignified Transfer ceremony at the Provo Municipal Airport. Funeral services will be 11 a.m. Saturday at Salem Hills High School. In lieu of flowers, the family asks that donations be made to the PFC Cody Towse Memorial Scholarship Fund at any Wells Fargo bank branch or at Cody?s Tropical Sno Shave Ice Shack, 495 N. His parents never considered skipping Monday?s early morning ceremony at the Salem City Cemetery.

"This is a great tradition," said Jamie Towse, Cody?s mother. "We always come here on Memorial Day. We have for years. Here and Orem.

"That?s where we went with Cody last year. He was in his dress uniform. Looked good."

Jamie and Jim Towse, accompanied by their son, Christian, and daughter, Callen, were among about 150 people who turned out for a brief observance like so many around Utah and across the country.

Retirement-age veterans provided an honor guard and a three-volley salute; local beauty queens sang the national anthem; local politicians offered a few words of salute to fallen members of the military; and a lone bugler played.

"It was tough when they played taps," said Jim Towse, Cody?s father. "That really got to me."

The fact that part of the tribute was to a soldier who died less than two weeks earlier brought some immediacy to the ceremony. It was about soldiers who died in World War II, in Korea, in Vietnam, but it was also about a 2010 Salem Hills High graduate who had just turned 21 when he gave his life in Sanjaray, Afghanistan.

"We?re proud of all our veterans, and we?re honored the family chose to bury Cody here," said Salem Mayor Randy Brailsford. "What a great sacrifice the young man gave.

"And their courage to come out today ? a lot of people wouldn?t."

But the Towse family was determined.

"We?ve just been so surrounded by love from everybody," Jim Towse said. "And this is important. Sure, I want everyone to remember Cody, but I want them to remember all our troops."

He said that in Cody?s last Facebook post, he wrote that he thought "Afghanistan is a forgotten war. Nobody cares about the soldiers. Nobody cares about what?s going on over there," Jim Towse said. "It kills me to know that that was what was in his mind.

"He was over there to save guys. He wasn?t really there to fight. He was there for a noble cause no matter what. I?m just the proudest dad, I?ll tell you. We found out he?s got, like, 10 medals."

The family arrived at the ceremony in Cody?s orangish red 1973 Volkswagen Beetle.

"We were going to fix it up when he got back," said Jim Towse. "He was buying parts for it online while he was in Afghanistan and sending them home. I?m going to go ahead and finish it. We?re going to make a memorial of it and take it to car shows and parades."

"We want to get the message out that people remember all the troops, so we can support them better and understand their mission," said Jamie Towse.

Jim Towse expressed concern that so many American soldiers die while so few take notice. Five members of Cody?s battalion were killed the week before he and three others died.

"It?s just silly that nine guys have to die and never been mentioned [in the national news]," Jim Towse said. "They?re fighting for the nation. The whole nation should know that Cody died. And the others, too."

EU struggles to end deadlock over Syria arms ban

BRUSSELS (Reuters) - Britain and Austria clashed on Monday over whether the European Union should ease an arms embargo to help Syrian rebels, threatening the unity of the bloc's Syria policy.

Britain and France are pushing hard for the easing of the arms embargo to support rebels ahead of a peace conference sponsored by the United States and Russia expected next month.

Austria leads the camp of five of the EU's 27 governments firmly opposed to sending arms that they believe could deepen the two-year-old Syrian conflict that has cost 80,000 lives.

All EU sanctions on Syria could collapse unless the EU can agree unanimously on what to do about the arms embargo before it expires on June 1.

The debate has gained urgency because of recent military gains by President Bashar al-Assad's troops and because of allegations of chemical weapons use by the government side.

British Foreign Secretary William Hague, arriving for crucial EU talks on the issue, signaled that Britain was prepared to see EU sanctions fall apart rather than bow on his demand to give more support to rebels.

"It is important to be doing the right thing for Syria. That is more important than whether the EU is able to stick together on every detail of this," he told reporters.

If the EU could not have a unified sanctions policy, "each country will have to ensure it has its own sanctions," he said.

Austrian Foreign Minister Michael Spindelegger was equally firm in ruling out arming the rebels.

"We should not let weapons talk in Syria but political representatives," he said. "I think the European Union has to hold the line ... We are a peace community. We would like to remain a peace community."

PEACE TALKS

Opponents say taking a decision now to allow arms to be sent to the rebels could undermine the planned peace conference.

Dutch Foreign Minister Frans Timmermans said he and German counterpart Guido Westerwelle were leading the search for a compromise.

A paper drawn up by EU diplomats set out a possible compromise under which EU governments would agree to lift the arms embargo, but to suspend the lifting for a year, according to an EU diplomat.

But after two months, the EU would agree to look at the situation again and consider whether to lift the embargo immediately, the diplomat said. That would allow time to see whether the planned peace talks produced any results.

There could be a host of conditions agreed for lifting sanctions to meet the concerns of many governments that the weapons could end up falling into the hands of militants.

Ministers from five EU states opposed to amending the embargo - Austria, Sweden, Finland, Romania and the Czech Republic - met separately and agreed they could accept an extension of the arms ban for a shorter period than the current three months before reviewing it again, an EU diplomat said.

However, extending the arms embargo unchanged is unlikely to be acceptable to Britain.

Many other EU governments, while not keen to deepen the EU's involvement in the Syrian conflict, are open to a compromise to maintain EU unity on Syria.

Britain and France say they have no immediate plan to arm the rebels but argue that easing the EU embargo would strengthen the hand of the West and the opposition in the negotiations.

Austria has warned that it could stop patrolling the U.N. ceasefire line on the Golan Heights between Israel and Syria if the EU arms embargo was lifted.

While the rebels are receiving arms from Arab states through Jordan and Turkey, Western powers are concerned that Islamist militants fighting Assad could also use such weapons against them. The United States has also held back from supplying arms.

Allegations of voter fraud in Russia are nothing new. But this time it's the Kremlin making them.

No, it's not the 2011 Duma elections, which experts from across Russia's political spectrum?now agree were probably falsified?on a huge scale. That has never been the subject of official outrage, or even investigation.

This is something far more important: the continental song competition, Eurovision.

Russian Foreign Minister Sergei Lavrov told journalists?yesterday?that he was "outraged" to learn that the voting system in neighboring Azerbaijan had eliminated the votes cast for Russian Eurovision contestant Dina Garipova in that country. Voters registering their preferences by cellphone had given a second-place finish to Ms. Garipova ? which should have given her 10 points in the overall contest ? but they had somehow disappeared in the reporting process.

"We can?t be happy with the fact that 10 points were stolen from our participant, primarily in terms of how this event is organized," Mr. Lavrov?said during a previously scheduled joint press conference?in Baku with Azeri Foreign Minister Elmar Mammadyarov.?

"We have agreed with Elmar Mammadyarov that we will discuss joint measures to ensure that this outrageous action will not go unanswered," Lavrov added.

The head of Azerbaijan's broadcasting company, Jamil Guliyev, quickly acknowledged that some sort of mistake had occurred.

"We sincerely hope that this case, which was probably initiated by some groups, would not cast a shadow on brotherly relations of Azeri and Russian people," he told journalists.

Contestant: Why the fuss?

The mammothly popular annual singing contest, held last Saturday in Malmo, Sweden, featured contestants from 39 countries from the Atlantic to the shores of the Caspian Sea. An estimated 125 million TV viewers,?each cheering for their country's contestants as avidly as any football team,?tuned in to the Eurovision finals, plus countless more around the world via Internet streaming.

Competition for the honor of hosting Eurovision is almost as serious as for the Olympics, and?Russia went wild when Moscow won the right to stage the event back in 2009.

The winner of each year's multinational contest is determined by a complicated system ??which is supposed to be foolproof ? in which each country votes for all entries except their own.

Votes cast by TV viewers in each country by cellphone (or through social media such as?Facebook) makes up half the decision, while a national panel of judges makes the other half. At the end of the process, each country submits a ranking for all contestants ? except its own ? by giving 12 points to the winner, 10 points to the runner-up, and so on. The results, totaled for all of Europe, determine the overall winner.

This year Denmark's Emmelie de Forest won by a landslide, with 281 points, followed by Azerbaijan's Farid Mammadov with 234 points (full table?here). Russia's Garipova came fifth with 174 points.

The missing 10 points from Azerbaijan didn't affect Garipova's standing, and she graciously told the Russian media today that?it would be better to drop the rising demand for an international investigation into the alleged vote-rigging scandal.

"To be honest, I don?t know why an investigation is needed," Garipova said. "I am satisfied with the result of the contest."

Inferiority complex

Eurovision's organizers?said in a statement?that they will take swift action to preserve the event's apolitical nature and prevent any future abuses.?But the scandal is far from dying down in Russia.?

Some Russian conservatives claim it's just another example of Western "double standards," in which those who never miss an opportunity to lecture Russia about human rights and democracy turn out to be dirty themselves.

Former Kremlin adviser Sergei Markov told the Ekho Moskvi radio station?today?that the Eurovision result was "direct forgery and fraud."

Perhaps tongue-in-cheek, Mr. Markov went on: "In general it's better when we non-Europeans are accusing them of falsifying elections than when they are accusing us?. And here [with Eurovision] we have such a fraud, and the whole world has seen it with their own eyes."

Viktor Shenderovich, once a top political satirist?who was exiled from the mainstream media?after Vladimir Putin came to power, says the Russian response, and particularly Lavrov's official outrage over a singing contest, is an unseemly display that reveals a persecution complex at the heart of Kremlin behavior.

"This comes from the inferiority complex than haunts our state, which is really funny when you recall that we're a country the size of a continent that has a vast nuclear arsenal," Mr. Shenderovich says.

"When a mature adult from the Foreign Ministry starts taking such things seriously, well, it can only mean that we have lost any sense of self-irony. On the surface it looks silly, but when you examine the roots of this affair you can't help feeling sad?. Whenever Russia feels it's been shortchanged in anything, be it a song contest or a sporting event, our people immediately begin claiming that there's a plot against us. But, as the old Russian saying goes, 'a bad dancer's boots are always too tight,'" he adds.?

One of the most annoying traits of many technology fans is their conviction that their favorite technology platform should by all rights crush rival operating systems and become the dominant OS in the smartphone or tablet market. In their narrow-minded little worlds, all rival technologies should go the way of webOS so that everyone can bask in might of their favorite operating system, thus proving that their personal preference for a particular type of technology was right all along.

The big reason I find this mentality borderline repulsive is because most of us are old enough to remember the last time an operating system definitively won the market place and effectively set up a monopoly for itself that it?s taken several years to chip away at. Yes I?m referring to the late 1990s when Microsoft reigned supreme over the computing world and Apple and Linux were both afterthoughts for most users. The result of all this was a company that grew arrogant and complacent and produced such wonders as Clippy and Vista, all the while thinking that it didn?t matter how many mistakes it made because users had nowhere else to go.

The mobile device market, much to my pleasant surprise, has been much more diverse and competitive. Android hasn?t gone the way of other free-to-use platforms in the past because of the brand power of Google?s web services. iOS has been a trailblazing platform that has singlehandedly created mass markets for tablets and smartphones. Windows Phone is looking to make a name for itself as the best operating system to compliment its Xbox One gaming platform and BlackBerry remains the top option for users who value security and messaging capabilities above all else.

What?s even better about this diversity of operating systems is that it?s pushing all competitors in the market to up their games. It used to be that the iPhone was the obvious choice for the world?s best smartphone but now Samsung and HTC have both worked their way into the discussion by raising the bar for display quality with the?Galaxy S4 and build quality with the HTC One.

?It would please me if it turned out that the mobile-platform wars continued on indefinitely, with both iOS and Android ? and Windows Phone, and BlackBerry 10, and operating systems yet to be invented ? remaining viable, evolving and exciting,? Existing research shows that bicyclists who wear helmets have an 88 percent lower risk of brain injury, but researchers at Boston Children's Hospital found that simply having bicycle helmet laws in place showed a 20 percent decrease in deaths and injuries for children younger than 16 who were in bicycle-motor vehicle collisions.

The cross-sectional study, conducted by William P. Meehan III, MD, Lois K. Lee, MD, MPH, Rebekah C. Mannix, MD, MPH of Boston Children's Hospital, and Christopher M. Fischer, MD, of Beth Israel Deaconess Medical Center, was published in the Journal of Pediatrics, and suggests that having these laws may influence parents to require their children wear helmets.

"Past research shows that laws can be an important factor in helping parents adhere to best practice guidelines," says Meehan. "For parents who feel like there is conflicting information related to child health, this evidence supports the fact that helmets save lives and that helmet laws play a role."

On average, 900 people die annually in bicycle-motor vehicle collisions?three quarters die from head injuries. At the start of the 12-year study (1999 to 2010), 16 states had bike helmet laws, and 35 did not. The researchers identified all relevant fatalities, totaling 1612, in states with and without bike helmet laws.

After adjusting for factors previously associated with rates of motor vehicle fatalities (elderly driver licensure laws, legal blood alcohol limit and household income) the adjusted fatality rate was still significantly lower in states with helmet laws.

To conduct the retrospective study, researchers analyzed data obtained from the Fatality Analysis Reporting System (FARS)?a census, compiled by the National Highway Traffic Safety Administration, which included information from all 50 states, including the District of Columbia and Puerto Rico.

Since the FARS database is limited to injuries sustained during a motor vehicle collision that resulted in the death of at least one person within 30 days of the collision, the findings are likely an understatement of how important helmet laws are. "As a result of the data only capturing deaths, rather than all injuries, our findings likely underestimate the effects of the mandatory helmet laws, because we did not capture all pediatric bicycle-related injuries," says Mannix.

The American Academy of Pediatrics recommends that all cyclists wear helmets that fit properly for each ride, and supports legislation that requires all cyclists to wear helmets.

New analysis yields improvements in a classic 3-D imaging technique

May 25, 2013 ? Research conducted at Curtin University in Perth has enabled significant increases in image quality in a widely used 3D printing technique that is more than 100 years old.

Anaglyph printing -- think of the red-and-blue 3D glasses used to transform 2D images to 3D images in comics, magazines, books, and newspapers -- came into being when the continuous-tone printed anaglyph was invented by French physicist Louis Ducos du Hauron in 1891.

The technique works by combining the left and right images of a stereoscopic image pair into the red and blue color channels of the output anaglyph image. With the red/blue 3D glasses, the left eye sees only the red channel of the anaglyph image, and the right sees only the blue. If the anaglyph 3D image has been constructed correctly, the viewer sees a pleasing 3D image on the printed page.

The project team, led by Curtin research engineer Andrew Woods, targeted crosstalk problems which are visible as ghost-like shadows. Their paper published recently in the SPIE journal Optical Engineering details seven recommendations for overcoming crosstalk.

"The largest reduction in crosstalk is likely be achieved by using inks which have a better spectral purity than current process inks used in color printers," Woods said. "We found that an 80% reduction in crosstalk was potentially achievable just by changing the cyan ink."

The anaglyph technique is easy to implement and the anaglyph 3D glasses are relatively cheap, so the technique is used very widely, Woods said.

However, printed anaglyph images often suffer from a number of image quality limitations. When the 3D image is viewed through the colored glasses, there is often a significant amount of crosstalk (or ghosting), an undesirable property of some 3D techniques whereby the left eye sees some of the image intended for only the right eye, and vice-versa. Crosstalk is usually visible as ghost-like shadows throughout the image. If crosstalk levels are too high, the quality of the 3D experience can be significantly reduced.

"The printed anaglyph is 121 years old, but this appears to be the first time that a detailed technical simulation of crosstalk in printed anaglyphs has been developed," Woods said. "We started by measuring the spectral characteristics of various printing inks, 3D glasses, light sources, and papers. From there we developed a simulation which models the viewing of an anaglyph 3D image, and subsequently performed an experiment to validate the accuracy of the model. We hope this work will help provide a 21st-century improvement to the 19th-century invention."

In addition to changing the cyan ink, recommendations include using high-quality anaglyph glasses, an optimized light source, and improved image processing algorithms.

The work was originally presented in the Stereoscopic Displays and Applications conference during the 2013 IS&T/SPIE Electronic Imaging symposium in Burlingame, California, USA.
