Dot Earth Blog: Tough Truths From China on CO2 and Climate

I?m way overdue to post excerpts here from an extraordinary recent China Dialogue with Zou Ji, the deputy director of China?s National Center for Climate Change Strategy. (China Dialogue is a fascinating independent dual-language blog with offices in London, Beijing and San Francisco that is supported by several foundations and other institutions.)

The interview is blunt and crystal clear in laying out the demographic and economic realities that will, for many years to come, slow any shift from Chinese dependence on coal. Zou Ji has a remarkable resume for someone now working inside the Chinese establishment, having worked previously as the China director for the World Resources Institute.

CD: Cutting emissions isn?t easy for an industrializing and urbanizing economy. Is the rest of the world asking too much? Forget for a moment the political tussles over how much CO2 can and should be cut ? what?s China?s actual ability to reduce emissions?
ZJ: China does have some advantages, such as the opportunity for adjustments in the world economy due to the financial crisis. Also, China has become the world?s second largest economy and the gap with the U.S. is shrinking. Spending on institutional measures and research and development that in the past would have been unthinkable is becoming feasible.
Although the world is still led by the developed nations, the status and negotiating strength of the developing world is also on the increase.
But at the same time, China suffers from some obvious disadvantages.
The international community has some misconceptions, such as believing China is now a developed nation. This could mean China ends up taking on more global responsibility than its capabilities allow. We?ve held the Olympics and?sent astronauts into space, but you can?t look at the richest parts of Beijing and Shanghai and assume the whole country is like that. The welfare of hundreds of millions of rural residents isn?t yet assured. Healthcare, unemployment benefits, pensions, all of these are weak. Many Chinese people have no safe drinking water, and our per-capita GDP ranks ninety-something globally. Overall, China is still a developing nation.
Another important disadvantage is the make-up of our natural resources.
Brazil gets 90% of its energy from hydropower. It is fortunate enough to have those resources. If China could replace coal with oil as a primary source of energy, emissions would drop by one third. If we could replace coal with natural gas, they would drop by two thirds. But China?s main resource is coal. We only have limited amounts of other sources of energy, and obviously a reliance on imports is unrealistic. Moving to clean energy is a massive challenge.
Meanwhile, we still need to urbanize and educate hundreds of millions of rural residents. Quality of life needs to be improved. There can be no disagreement about that.
Domestically, there are two dangerous trends we need to steer clear of. One is sticking too rigidly to our traditional way of doing things. The other is changing too quickly, trying to create a low-carbon economy in a Great Leap Forward manner and misjudging China?s circumstances and technological ability.
China can only do its best as it is able. Moving too quickly will actually hold back low-carbon development.
CD: Will China take a different path to that of the?Kuznets curve?(the idea that certain environmental indicators start to improve once development has reached a certain stage)? [Click here for a fine 2009 John Tierney explanation of this "richer is greener" curve with a couple of examples.]
ZJ: In the current world economic system, it is difficult for a developing nation to cut emissions. China currently accounts for 70% of new emissions each year, and the pressure and expectations it faces are increasing. But China is still on the left-hand side of the Kuznets curve, while the EU is on the right-hand side, beyond the peak. The type of emissions of the two different stages aren?t the same, they can?t be compared. China?s high emissions come mainly from industry and are driven by investment. The EU?s emissions come mostly from building and transportation, and are due to consumption.
At their peak, France?s per-capita emissions were 19 tonnes, while Germany?s approached 15 tonnes. We shouldn?t forget that. You can?t ask China to get to 7 tonnes and level off or fall. It goes against the basic laws of developmental economics. Japan and Australia have per-capita GDPs of US$40,000, but their emissions still haven?t peaked. China?s per-capita GDP is US$5-6,000. The curve is still going up.
China can peak at a lower level than the US and EU did historically. But even a per-capita peak of 10 tonnes means total emissions of 13 billion tonnes. That?s more than I can imagine. It?s a huge challenge for China?.

Tunisia: 4 in custody for politician's murder

TUNIS, Tunisia (AP) ? Tunisia's interior minister said Tuesday that four suspects belonging to a radical Islamist group are being held for their involvement in the murder of a leftist opposition politician earlier this month that plunged the country into a political crisis.

Ali Larayedh said the suspects, some of whom had been arrested in the last 48 hours, were just accomplices to the murder and did not include the assassin himself, who remains at large and subject to a manhunt.

The suspects range in age from 26 to 34 years old and are part of a "radical religious group," the minister said, adding that one had confessed to accompanying the actual assassin.

Chokri Belaid was shot four times outside his home on the morning of February 6, provoking widespread rioting around the country as many held the government responsible for his death.

Belaid's assassination resulted in the resignation of the country's prime minister and Larayedh has been appointed his successor to form a new coalition government.

Thousands demonstrated on Sunday, protesting the lack of progress in solving the crime, which was seen as a symptom of the increasing violence in Tunisia's politics.

Since the overthrow of the country's secular dictatorship in January 2011, there has been a rise in ultraconservative Muslims known as Salafis, some of whom have resorted to violence.

Authorities have also discovered numerous weapons caches and clashed with militants crossing into the country from neighboring Algeria and Libya.

Microsoft have announced the launch of their new Country Code Top-Level Domain (ccTLD) Registry Security Assessment Service to help registry operators find and fix security vulnerabilities before they are exploited. The service is available now and is being made available at no charge to registry operators.

Microsoft Offers Security Assessment Service for Country-Code Top-Level Domain Registries (ccTLD)

The exploitation of vulnerabilities specific to country-code top-level domain (ccTLD) registries has become an increasingly common problem, especially in relatively small markets around the world. A ccTLD is an internet domain registry generally used or reserved for a country, a sovereign state, or a dependent territory, such as .co.uk (for United Kingdom) or .fr (for France). This allows web sites to be associated with their specific country, territory or geographic location and it provides the foundation for internet experiences by ensuring people using the internet reach the services they expect.? Today, over 300 country-code top-level domain name registries are responsible for servicing hundreds of millions of domain names worldwide.

Attacks on ccTLDs have far-reaching effects on private individuals, large and small companies, non-profits, and government organizations. Individuals attempting to reach certain web services may be redirected to inappropriate content where their computers?can become infected by malware, putting their personal information at risk. Additionally, it is difficult for people to determine whether the problem is with the ccTLD or the organization that runs the service they are trying to reach.? This often results in an erosion of confidence in online service providers when, in fact, they had nothing to do with the incident.

Today, at the information security RSA Conference in San Francisco, Scott Charney, Microsoft?s corporate vice president for Trustworthy Computing, announced during his keynote the availability of our new Microsoft Country-Code Top-Level Domain (ccTLD) Registry Security Assessment Service to help registry operators find and fix security vulnerabilities before they are exploited. The service is available now and is being made available at no charge to registry operators.

The Online Services Security and Compliance team (OSSC) that I lead is responsible for securing Microsoft?s cloud infrastructure and data centers that host over 200 cloud services for more than one billion customers, over 20 million businesses and 76 markets worldwide. We are pleased to be able to provide this service to the greater online community and share many of the lessons we have experienced in our own environment.

Microsoft?s History of Support for Country-Code Top-Level Domain Registries

The OSSC team works closely with industry groups such as the Internet Corporation for Assigned Names and Numbers (ICANN) that manages market domain name registries. Many of the companies that manage ccTLD registries are small organizations that may lack the resources to protect themselves from the constant onslaught of attacks. In the past three months, we observed several domain registry attacks that have occurred worldwide. Like the rest of the online community, Microsoft has also had to defend our web services against these types of attacks.

Microsoft has been working with industry peers to support and urge ccTLD operators to adopt important security practices. We have also participated in efforts to work with the ICANN community to provide more oversight in ensuring members adopt these practices. While both of these steps are positive for the industry, our new service is an effort to provide more support.

Microsoft?s Country-Code Top-Level Domain (ccTLD) Registry Security Assessment Service

Microsoft?s ccTLD Registry Security Assessment service is based on an existing internal program that we use to better protect our own web and online services. It provides scanning and reporting of security vulnerabilities of a ccTLD?s externally-facing web applications and servers. After requesting the security assessment service, ccTLDs will receive a vulnerability assessment report. If vulnerabilities are discovered, Microsoft will provide a consultation with guidance on how to remediate the problems. We will also provide periodic re-scanning to help ccTLDs continue to protect their domain registry services on an ongoing basis. Microsoft will also offer free secure development guidance and operations best practices that we employ in Microsoft?s own cloud environment.

The service is available to any top-level domain registries, including country-code top-level domain (ccTLD), generic top-level domain (gTLD) and sponsored top-level domain (sTLD).
