U.S. lawmakers want better Russia cooperation after Boston bombs

MOSCOW (Reuters) - U.S. lawmakers on a mission to Russia said on Sunday they had found no evidence that an American intelligence error enabled the Boston bombings, but that closer cooperation between Washington and Moscow might have helped to thwart the attack.

U.S. investigators suspect two brothers who emigrated from Russia, one since shot dead by police, staged the attacks at the Boston Marathon in April when three people died and 264 were injured.

Two congressmen on the fact-finding visit to Russia said the two countries - former Cold War foes now at odds over issues from Syria to President Vladimir Putin's treatment of opponents - had to work together better against a shared threat from Islamist militants.

"Radical Islam is at our throat in the United States, and it is at the throat of the Russian people," said Republican U.S. Representative Dana Rohrabacher, who led a group of six U.S. lawmakers on the weeklong visit to Russia.

President Barack Obama's administration and U.S. intelligence have faced scrutiny over claims they failed to see the danger from the suspects Tamerlan and Dzhokhar Tsarnaev, ethnic Chechens who emigrated with their parents a decade ago.

"We've been asked a number of times, do we believe that the Boston Marathon massacre could have been thwarted - could it have been prevented? And the answer is, there's nothing specific that could have been done that we can point to that, had it been done differently, would have prevented this," Rohrabacher said.

"But we can say that had we had a much higher level of cooperation all along, so that the whole situation would have been different, I believe that would have been one of the type of things we could have thwarted," he told a news conference at the U.S. Embassy in Moscow.

On their visit, the lawmakers met Federal Security Service (FSB) officials and visited the North Caucasus town of Beslan, scene of a deadly 2004 school siege some Russians call their country's equivalent of the September 11, 2001 attacks on the United States.

U.S. officials have said Russian security services asked the FBI about Tamerlan Tsarnaev in early 2011 out of concern he had embraced radical Islam and would travel to Russia to join insurgents.

FBI agents interviewed him in Massachusetts in 2011 but said they found no serious reason for alarm. U.S. officials say Russia's FSB security services later failed to respond to the FBI's requests for more information about him.

Reading from notes from a briefing with FSB officials, Republican U.S. Representative Steve King said they indicated the FSB had told the FBI that Tamerlan was "very close to radical Islam and very religious".

"I suspect that he was raised to do what he did," King said of Tamerlan Tsarnaev, 26, who died in an April 19 shootout with police. Dzhokhar, 19, is in a Massachusetts prison hospital awaiting trial on charges that can carry the death penalty.

Tamerlan Tsarnaev travelled to Russia early in 2012 and spent six months in Dagestan, a North Caucasus province that is now at the centre of the Islamist insurgency rooted in two post-Soviet separatist wars in neighboring Chechnya.

Rohrabacher, asked whether U.S. authorities reacted appropriately to the information conveyed by Russia, said: "I think that given the circumstances and the level of cooperation, I would say they did - but I would also say that the level of cooperation was unacceptable."

The Kremlin has called for closer intelligence cooperation after the Boston bombings and high-level meetings have been held, but Russia's expulsion of an alleged U.S. spy recruiter last month underscored persistent tension.

Aerobic Exercise and Anaerobic Exercise With Tennis Rackets ...

In a previous article, I suggested incorporating ball games into your workout regimen as an alternative to monotonous and dull exercises like cycling and weight lifting. One such game is tennis. Tennis is great exercise because it fulfills all the requirements of a full body workout while masquerading as a game almost anyone can play.

The trainers that I know have a method in mind when they work with someone who wants to lose weight and/or get in better shape. They combine?aerobic exercise, which is a low-intensity, long duration workout designed to strengthen the cardio-vascular system, and?anaerobic exercise, which is a high intensity, short duration workout designed to increase muscle mass and, as a result, produce more strength, speed and power. They use a wide variety of both kinds of exercise in order to work every part of the human body. There are three reasons for this:

The more muscle groups you use, the more muscle mass is increased which means more calories are burned.
Since all parts of the body are being strengthened, injuries are less likely because no one area is being overtaxed at the expense of another.
In addition to burning calories, aerobic exercise keeps the heart rate up and increases oxygen intake which makes the heart and lungs stronger and, ultimately, run more efficiently.

You can benefit from both aerobic exercise and anaerobic exercise with tennis rackets!

Tennis involves many different movements that make the same full body muscle demands as a trainer?s workout. Let?s consider the demands put on the body from returning a ball. The player?s swing calls upon the foot and leg muscles for support and stability. The twisting torso flexes to produce much of the power behind the stroke. The upper body, particularly the hand, forearm and shoulder, supplies the swing speed and the grip strength needed to hit the ball correctly.

Before a player can employ his stroke, he or she must first get to the place that is within swinging distance of the ball. While walking has long been considered a worthwhile aerobic exercise, it is quick starts and stops and short sprints, often associated with chasing down a tennis ball, that are recognized by trainers as a superior way to improve cardiovascular health and burn calories. Even treadmill workouts are more beneficial when the pace is frequently changed. This is called interval training.

Tennis also involves jumping, running backwards, lunging, stretching, bending and turning the body in endless directions to address incoming balls. These movements tax many different parts of the body.

There are aerobic benefits associated with playing tennis, as well. Have you ever watched players after a long rally? They are breathing a bit harder because they were kept going by a long point. This type of activity increases lung capacity and heart strength which makes the cardiovascular system operate more efficiently. Even without long rallies, playing tennis at a moderate, consistent pace combines muscle stress and aerobics into a productive full body workout. Interval workouts done on a treadmill or bike do not work the whole body like a game of tennis can.

Tennis requires little investment but the health benefits are many. Start out slowly if you are new to the game or are revisiting it after a lengthy hiatus. (For me, the latter applies after just one northeast winter!) Tennis elbow, a soreness on the outside of the arm just above the elbow, is a common complaint of those who try to do too much too fast. Many other parts of your body may ?revolt,? too, but that just proves how much of your body you are strengthening!

So get out there and knock some balls around. Play hard and you will soon see? you really?can?reap the rewards of aerobic exercise and anaerobic exercise with tennis rackets and the game of tennis.

Paul: GOP needs to become a 'bigger' party

WASHINGTON (AP) ? Kentucky Sen. Rand Paul said Friday that Republicans could appeal to a broader electorate in blue states like California by connecting with voters who have shunned the party in the past and by being big enough to agree to disagree on some issues.

Paul, who is considering a presidential campaign in 2016, said the path to victory needs both principle and pragmatism, noting that the GOP is consistently losing campaigns on the West Coast, in New England and in Midwest states like Illinois. Invoking President Ronald Reagan during his speech, Paul said Republicans need to become a "bigger, more inclusive party" to restore their fortunes.

"I think the party can be big enough to allow people who don't all agree on every issue. It's not going to change who I am or what I talk about but I think we can be a big enough party to include people," Paul said at the Ronald Reagan Presidential Library in Simi Valley, Calif. "It's like when you talk to your family ? do you agree on every issue?"

Paul, the son of former Texas Rep. Ron Paul, said the party should not "dilute" its message of limiting government's reach and curtailing spending but said it needs to put together a broader coalition that includes Hispanic and black voters. He urged Republicans to appeal to voters on issues like the environment and education that have been more associated with Democrats.

"If we want to win in bluish-getting-bluer states like California, we have to change the current perceptions of who we are," he said.

The libertarian senator has challenged Republicans to confront the results of the 2012 election, saying it requires outreach to new voters and a willingness to reform government. He won applause at the California speech when he pointed to a bill he has introduced that would require the Senate to hold off voting on a measure for one day for every 20 pages of legislation it considers. He quipped that President Barack Obama's health care reform law would have required a long wait.

The speech honoring Reagan, who remains revered within the party, capped a month that took Paul to the early voting states of Iowa and New Hampshire. He held fundraisers in Silicon Valley earlier in the week and met with executives and employees representing technology companies such as Google, Facebook and eBay.

In June, Paul is scheduled to headline fundraisers in South Carolina and make another trip to Iowa, giving him more visibility among Republicans searching for someone to help it rebound from two terms under Obama.

"When the Republican Party looks like the rest of America, we'll win again," Paul said.

MEXICO CITY (AP) ? It started to rain last Saturday night and the temperature dropped. So 19-year-old Said Sanchez Garcia stopped home to get a sweater. He'd been gone all afternoon and now he and his friend, Jerzy Ortiz, 16, were headed out clubbing on Jerzy's motor scooter.

"The only thing I said was, 'Son, it's raining, you shouldn't be going out,'" said Josefina Garcia. It was the last time she saw him.

By late Sunday she was calling Jerzy's mother, Leticia Ponce, to see if she knew where the boys were. By Tuesday, both mothers were at the Mexico City prosecutor's office with other distraught relatives. The boys disappeared from an after-hours bar in central Mexico City on Sunday morning along with nine others, kidnapped by masked men with large guns and SUVs in broad daylight, according to the story of one man who got away.

Nearly a week later, the two mothers found themselves denying that the brazen abduction had anything to do with their sons.

Both acknowledged that the boys' fathers are serving prison sentences for drug-related crimes. But Ponce tearfully pleaded with reporters on Friday not to criminalize her son, Jerzy. His father has been in jail for 10 years.

"If somebody wanted to do something to us, they would have already kidnapped us," said Ponce, shaking with sobs.

Authorities have been searching desperately for motives in the bizarre crime that left no clues. It followed the May 9 beating death of Malcolm Shabazz, grandson of the late Malcolm X, in a fight over a bill at another rough Mexico City bar. Two waiters have been arrested in that killing.

After scouring available surveillance tapes in the kidnapping and searching the bar, Mexico City Attorney General Rodolfo Rios said Saturday that so far they so far have found no evidence that a heavily armed command abducted the young people.

"We have found no signs of violence inside or outside the place," he told a press conference.

The family members have met with city and federal prosecutors, and have demanded to see tapes from the office buildings that tower over the narrow side street just off the city's leafy Paseo de la Reforma. The bar is also a short walk from the federal police building and the U.S. Embassy.

Employees in nearby businesses say they had noticed for some time strange activity and loud music at the building with the sign Bicentenario, some calling it a narco-bar for the expensive cars that came and went. Several said they would cross the street to work to avoid the drunks who would hang out on the sidewalk, still partying in the early morning. The after-hours club, called "Heaven," had been operating for about a year, neighbors estimated.

It was running with a different name than the one listed on a license that expired in 2009 and was never renewed. Still, it stayed open. Humberto Huerta, a spokesman for the city borough office that is responsible for inspecting bars and other businesses, noted his office only has 16 inspectors to oversee 60,000 businesses.

But no one saw anything Sunday around 10 a.m. when the abduction supposedly happened, nearly unbelievable given that nearby Reforma was full of people that day ? for a 5-kilometer foot race, the city's weekly urban bike ride and an international culture fair that had just opened the day before.

Amid the lack of an explanation, speculation emerged that it was a retaliation crime relating to the fathers of the two boys.

The spokesman for the city's penitentiary system said Sanchez's father, Alejandro Sanchez, was sentenced in October 2004 to 23 years in prison for extortion, organized crime, homicide and robbery. He is serving time in a maximum security prison in the city.

Jerzy's father Jorge Ortiz, known as "the Tank," was arrested the same day as Sanchez and was sentenced to the same crimes and for the same number of years. He was transferred to a federal maximum security prison in 2009 because he is considered a high-risk criminal.

"My husband has been locked up for many years," Garcia said. "He doesn't have any problems with anybody, he doesn't mess with anybody. So that would be a long time for that to keep having consequences, right?"

Others accused authorities of stigmatizing the kidnap victims because they hail from Tepito, one of Mexico City's most dangerous neighborhoods and the main clearinghouse for millions of dollars of contraband, from guns and drugs to counterfeit handbags.

In the winding, narrow streets of the 150-block area, stalls selling knock-off sneakers and pirated CDs block access for most cars. Youths ride motorbikes, often two to a bike, as the main form of transport. Garbage is piled on street corners, and warehouses full of auto parts of dubious origin spill their contents.

Alma, a 21-year-old student who didn't want to give her last name, said it's common to see kids as young as 10 hanging out on the streets at all hours of the night, and noted that their role models are the men with flashy motorcycles and cars and no visible means of income.

Rumors also spread that the abductions might be the result of one of Mexico's major drug cartels trying to break into the lucrative black market of Tepito, traditionally controlled by local mafias and families.

Officials have said that Mexico's major drug cartels sometimes move money or drugs through Mexico City, but don't really base themselves or operate from the capital, in part because the crowded streets and 70,000-member police force make it hard to do business. As a result, the city until now has been largely spared from the mass abductions and killings going on in other parts of Mexico, where the cartels are at war.

But street crime is bad in Tepito, where strangers can't enter without local guides for fear of being robbed. Local businessmen now fund a 17-member security force made up largely of tattooed ex-cons, who patrol the streets looking for thieves. Once caught, suspects are turned over to police.

Miguel Barcenas, an imposing ex-cop dressed in black, heads the force, which is armed only with radios. He said he's heard rumors about cartels such as La Familia Michoacana or the Zetas coming in, but he thinks Tepito is probably too tough even for them.

"The people here are very united, very war-like," Barcenas said.

Family members deny that the disappeared were involved in any illicit trade.

Garcia said her son helped her sell purses and cleaning products. Another of the disappeared, Jennifer Robles, 23, was a single mother. She posted a message on Facebook about 8:30 a.m. Sunday, just before she disappeared, saying she was dancing.

LONDON (AP) ? British police charged a second suspect Saturday with the murder of a soldier who was hacked to death in a London street, as right-wing and antifascist groups both demonstrated in response to a slaying that has heightened religious tensions in Britain.

The Metropolitan Police said 28-year-old Michael Adebolajo was charged with the murder of Drummer Lee Rigby. Adebolajo also is accused of attempting to murder two police officers, and possession of a firearm.

Adebolajo was released from a hospital Friday after treatment for injuries suffered when he was shot by police in the May 22 attack near an army barracks in southeast London.

Another man, 22-year-old Michael Adebowale, also has been charged with murdering Rigby, who died of "multiple incised wounds," according to a post-mortem.

Adebowale also spent several days in a hospital being treated for gunshot wounds.

The two men were recorded in photographs and on video after the attack on the soldier, bloodied and appearing to espouse Islamic extremism.

Police, politicians and activists have reported a rise in anti-Muslim incidents since Rigby's slaying. But demonstrations by right-wing groups Saturday drew low numbers.

In London, police kept about 150 British National Party supporters carrying anti-Islam placards apart from a larger group of anti-racist demonstrators outside Parliament after the two sides traded insults and occasional blows.

Police said 58 antifascist protesters were arrested after refusing to move to let the other group pass.

Smaller right-wing protests were held in other British cities, but the turnout fell far short of the show of strength organizers had hoped for. Both right- and left-wing protests were far outnumbered by a separate demonstration near Parliament, led by Queen guitarist Brian May, against the culling of badgers.

Police had earlier rejected a plan by the BNP ? which claims to be anti-extremist but which opponents say is racist and anti-Islam ? to march from the site of Rigby's killing to a nearby Islamic center.

On Friday, Rigby's family released a plea for peace, saying "Lee would not want people to use his name as an excuse to carry out attacks against others."
